Additional Background Information
As per the email thread [1], there is interest among different projects to have the ability to create their own branches in Git. My understanding is at this point in time, the only way to create a branch is via a git commit to the releng repo with the git tag and name in a yaml file, and then have that go to the releng committers to +2.
For projects that want more flexibility in controlling their branches, this is a fairly large overhead. It is also a common practice in other open source communities to allow projects to manage their own branches.
