What was not going very well

Chaotic doc conversion with lots of late changes and non review-ed merges
- rst limitations and quirks
- limited PoC / trial conversion
Long time pending pr-s without any reviews

What should we change

Add documentation guidelines
- heavily commented template, for example, with comments indicating heading level, simple and complex table formats (use of csv?), etc.
Clarify contribution guidelines
